The Statement of Financial Responsibilityis an agreement between you and the University of Northern 黑料社区. It outlines your responsibility for charges applied to your student account. Not agreeing to this statement each semester will add a hold to your account preventing your registration.
By signing—or by allowing charges to be applied to your account—you agree to the terms of this agreement.
Why this matters:
This statement helps make sure everyone’s on the same page when it comes to tuition, fees, and other charges. It’s a key step in understanding and managing your financial commitments while attending UNC.
Register for Summer/Fall term:
- Your outstanding Spring term balance must be $5,000 or less.

Under 黑料社区 State Law HB22-1049, it鈥檚 your right to request an official transcript鈥攅ven if you still owe a balance on your student account. This law ensures that colleges and universities can鈥檛 hold your transcript for tuition debt if you’re requesting it for one of the following reasons:
- Applying for a job
- Applying for state, federal, or institutional financial aid
- Joining the military or national guard
- Pursuing other postsecondary opportunities
- Transferring to another college or university
To request your transcript under HB22-1049, please contact the Office of the Bursar at 970-351-4862 (option 3). We鈥檙e here to help!
A Few Exceptions to Keep in Mind
International students: HB22-1049 does not apply to international students. If that鈥檚 you, please give us a call at 970-351-4862 (option 3) so we can walk you through your options.
Non-tuition holds: The law only covers tuition-related holds. If you have a hold for things like housing or dining, you鈥檒l need to take care of that before we can release your transcript.
Conduct-related holds: Holds related to student conduct (Dean of Students, Title IX, CARE Team, etc.) must be resolved directly with those offices before your transcript or diploma can be released.
